There are 650 seats in the Duma, all elected by the voters every time the emperor dissolves the parilament and calls for elections or after five years in parilamentary session.
Powers and FunctionsEdit
The Duma has a wide range of powers. It can propose bills and legislative initatives, advise the State Council, oversee legislative agenda, codify regulations of the government, and hold members of the government (except the emperor and his ministers) responsible for crimes. The Duma has control of executing legislative programs and properly helps organize the budget.
