The Senate of Finland is the legislative assembly of the Grand Duchy of Finland within the Russian Empire. The Senate has two houses, the Grand Duke-appointed State Council of Finland, and the electorate chosen assembly of Finnish. The Senate has a huge amount of administrative oversights of legislative powers. The Senate answers only to the Grand Duke and may be called or dismissed by him at will. The Duke also can order elections, propose, reject, or approves Senate bills, and declare what the Senate discusses, and where it meets and sits.
