The Upper House is a step in the law proposal system of Jill.
Overview[]
When a proposal is accepted by the Lower House, it is handed to the Upper House. The Upper House has 100 council members.
If the proposal is rejected by 50+ members or the House Specials Group, it is thrown out to the Lower House and placed in the "re-voting box," where it will be voted on by the Lower House in 5 months time. If it is rejected again, the proposal will be destroyed and possibly never be accepted again.
If the proposal is approved, it is moved to the Prime Ministers' Office.
